Girls: Why cant my cousin get a girlfriend?

He is 14 years old 5'8 african-american, athletic(future state champion wrestler), one of the smartest people you'll meet, also he's able to get phone numbers but nothing happens from there. He helps at the Boys and Girls club, a member of the student council, also in beta club, he is responsible, and contrary to most of his friends he's actually sensitive. I want to know why he can't get a girlfriend to save his life. He has had one girlfriend in his whole life and she was gorgeous why can't he get more girls like that?
